ProCure21 is the award winning national procurement framework for the NHS Capital Program across England. 

ProCure21 seeks to promote many forms of excellence from good building design to effective NHS Trust/Principal Supply Chain Partner (PSCP) relationships.
 
ASCKEY Data Services Ltd, working in partnership with DH, was commissioned to create the Web based software that would allow both PSCP and NHS Trust Staff to enter data and benchmark their performance both locally and nationally. A dynamic picture can be formed of many performance related statistics across the whole project life-cycle from design and construction to the predicted end of life date and cost in use.  Extensive data analysis provides feedback on the progress of the construction contracts. NHS Trusts / PSCP partners have access on a "need to know" basis, while the Department of Health (DH) monitors all contracts. Each party may access de-characterised, non-project speficic  national data which allows for benchmark comparisons with other similar Trusts/Projects.

The login page identifies the user and establishes their rights in respect of what they are allowed to view, edit and see analysed data via Excel reports.

Each Procure 21 contract monitors a large number of Key Performance Indicators via a set of "Toolkits", accessible under each contract. Access to contracts is limited via the User Login. NHS Trusts and construction PSCPs

Balanced Scorecard Entry
Data entered broadly falls into two types - Balanced Scorecard and Financial.

This is a typical example of a balanced scorecard style of questionnaire. The main features are

  • Immediate "traffic lights" indication of effect of scores
  • Easy access to any of multiple sections
  • Editable at any time up to final commitment
  • Once committed, data available to overall "de-characterised" benchmarking reports
  • Supervisors are allowed to "uncommit" if necessary

Financial Data Entry
Financial Data comes in many forms, and can be extensive both "vertically" with many topics involved, and "horizontally" with data cast across the life as a project, which can be over 60 years. This is a simple "summary" page. As with the Balanced Scorecard, data is editable until committed, with a supervisor user being able to Uncommit if necessary. A page flagged as committed is included in all on-line analysis and reporting.

Whole Life Data
The recording of Whole Life Data is where pages start to become very extensive. This style of page generates a complete year by year picture out to the chosen life-span of the project, starting from the "minus" years prior to hand over. Data is dynamic, with on-line adjustment of totals and future values consequent on entered data.

Risk Assessement
This example is basically numerical but rather than looking at costs, analyses and apportions risk factors between the PSCP and the NHS Trust.

Benchmark Type Report
Data is available to its "owners" as soon as entered, and in de-characterised form to all participating in ProCure21. De-characterised data is used to provide peer-group benchmarking between projects such that NHS Trusts and PSCPs can compare their own specific project performance with real, but non-identifiable data accumulating from all ProCure21 schemes.

Summary Type Report
These reports are generated as XML documents, and rendered by Microsoft Excel on the user’s PC. Users can then save the report as a spreadsheet locally, and use it as the basis for further ad-hoc analysis and experiment.

Data collected is held in an MS SQL Server Database.

Application logic, including in particular the extensive set of business rules for validating, storing and extracting data is handled by the Visual DataFlex Web Application Server, one aspect of the Visual Dataflex suite of development products from Data Access Worldwide.

Dynamic "in-page" data manipulation, such as  the immediate colour coding for success or failure for balanced scorecards, and the immediate (without user triggered page refresh) updating of financial data is handled by in page java script additions.
